Is the nether the same size as the overworld?
If it is then cant a person teleport out of the overworld world border.
A block in the over world is equal to 1/8 of a block in the nether.

The nether is actually proportional to the overworld, and the nether limit cannot exceed the overworld limit. The max distance in the overworld is around 20k x 20k, therefor the nether would be around 2.5k x 2.5k making it a very small nether.
