i made 2 towers in 2 plots and i havent tryed if arrow can shoot thru a plot and damage a player

Arrows dont work in the creative server , they just reflect when you try to hit an entity.

move this to suggestion make arrows in creative can hit players

I cant move it to suggestions, but you can start another thread there or I can contact a mod+ to move it.
