I think itd be sweet if we could get command blocks on the creative server. Obviously you could restrict the commands to only work on your plot. I think this would be cool, like you could make a teleporter or summon a giant zombie.
But there could be bad sides.
It could lead to griefing, like /summon, /setblock, and more. Solution: Maybe you could only allow command blocks to be set up by plot owners.
Bottom line:
I believe it could be an awesome advantage for building and redstone and more, but we could all see how it could lead to potential griefs.

Its a good idea, but I agree that people would be abusing this feature. Sadly, as you mentioned, there would be some disadvantages if we implemented this feature.

Here is my suggestion:
1,ALL entities (except for arrows snowballs fireworks) will be "killed" when goes off a plot
2,command blocks will only work on its placed plot (if you did like /fill -1000 1 -1000 1000 256 1000 stone replace 1:2, it wont work)
3,only donators can do it :P
4,only the owner of the command block can edit the command
5,command blocks can only access to certain commands

This server has prism plugin which can rollback all griefs :)
