This is not a bug. This was recently implemented because there is no use for any of the other tools that appear. Its to prevent lag caused by other entities that are dropped.

I didnt like /kit tools much because what if I wanted to farm!? Where was the hoe?!

Then you dont be lazy and play like another server would do simple as that its not hard just get experience

Oo how I loved pvp with anything except a sword I will miss you other tools :(
