Hex for hexadecimal just look it up lll give the best explanation I can
Colors coded by hexadecimal which Is a number system with 16 digits in it

Hex numbers are numbers with 16 possible numbers in each digit: 0,1,2,3,4,5,6,7,8,9,A,B,C,D,E,F. A is 10, B is 11, C is 12, D is 13, E is 14, F is 15.
For example, you can dye leather armor. The numbers after the "#" is the Hex-form.
Trivia: Minecraft actually dont take hex color, it only takes decimal-converted colors.
The maximum number of a integer is 7FFF FFFF, in decimal its 2,147,483,647.

Our number system has ten digits
Hexadecimal has sixteen
The hexadecimal number is used as a code each code as a separate color
